  Case 19-037 is a request for a major variance to allow an existing residence and attached deck to encroach up to five feet into the required 15-foot setback on Lot 10A, Block 2, ASLS 81-39; located at 540 D2 Loop Road, Ketchikan Gateway Borough.

CASE SUMMARY: The applicants expanded the living room on an existing residence and attached a deck for access. They discovered the encroachment on an as-built survey while seeking a new zoning permit.
 
  Case 19-038 is a request for a major variance to allow an existing deck to remain and to encroach into the required front yard, and to allow an addition to the deck to further encroach into the required front and rear yard setbacks on Lot 1A, according to Plat No. 93-45; located at 703 College Court, City of Ketchikan.

CASE SUMMARY: The applicant seeks to repair an existing deck and expand it to create semi-private outdoor recreational space on the north side of the residence. The deck was built by a previous owner and the applicant discovered the encroachment while preparing a new zoning permit application.
 
  Case 19-039 is a request for a major variance to allow an existing residence to remain and to encroach into the required front yard on Sublot 3, Subdivision of Lot 24, USS 2808; located at 14172 Troller’s Road, Ketchikan Gateway Borough.

CASE SUMMARY:
The residence was built by a previous owner in 1968. The encroachment was created in 1971 when a portion of Troller’s Road right-of-way was dedicated by a subdivision. The applicants requested a variance after discovering the encroachment on an as-built survey while preparing to sell the lot.
 
  Case 19-040 is a request for a three-year conditional use permit to allow a mobile building to be used as a watchman’s quarters on Sublot 2, Subdivision of Lot VV and a portion of Lot W, U.S. Survey 2402; located at 6723 Roosevelt Drive, Ketchikan Gateway Borough.

CASE SUMMARY: The property is currently used as a commercial parking lot associated with a tour company. The owners are in the process of developing the property and seek to place a travel trailer on site to serve as a job shack and watchman’s quarters to protect the company’s assets.
 
  Case 19-041 is a request to rezone Lots 8A, Block 1, 15A-1, Block 1, and Tract A, Block 1 of the Wacker Vacation of Right-of-Way plat, recorded as Plat 2019-3 KRD from General Commercial (CG) to Heavy Industrial (IH); 7300 Block Mill Alley, Ketchikan Gateway Borough.

CASE SUMMARY: The applicants are seeking a rezone of three parcels of land to allow the manufacture of firearms. In addition to the manufacturing facility, the applicants will create a shooting range for testing the firearms they make. The range will be made available to law enforcement and the public, and will also be used for firearm safety and instruction courses.
 
  Case 19-042 is a request for a major variance to reduce the parking requirements on Lot 5, Block 12-A, U.S. Survey 1229 Heath Addition; located at 2409 First Avenue, City of Ketchikan.

CASE SUMMARY: A prospective buyer of the property wishes to convert the building to a family entertainment center with a café and a commercial office space without providing the required off-street parking. The proposed uses require a total of 19 parking spaces. Uses requiring eight parking spaces have been permitted by utilizing a variance for eight spaces approved by Resolution 4154A. The applicant seeks a new variance for uses requiring an additional 11 spaces. No residential use is proposed by the applicant.
 
  Case 19-043 is a request for a conditional use permit for a triplex use with a major variance to allow a triplex to be constructed and encroach into the required front yard setback on Lot 8, Block 7, U.S. Survey 1381; located at 1074 Woodland Avenue, City of Ketchikan.

CASE SUMMARY: The applicant seeks to build a triplex on a vacant residential lot, which may be allowed with a conditional use permit. Due to steep topography, the applicant also seeks a variance to allow a portion of the triplex to be constructed and encroach into the required front yard abutting Woodland Avenue.
 
  Case 19-044 is a request to vacate an undeveloped portion of Nickey Way right-of-way, between 1074 and 1104A/B, Woodland Avenue, City of Ketchikan; filed by the Ketchikan Indian Corporation on June 14, 2019.

CASE SUMMARY: The applicant owns the lots on both sides of the undeveloped right-of-way. They propose to add the entire width of the right-of-way to Lot 8, Block 7, U.S. Survey 1381, for the purpose of building a triplex structure. The vacation of right-of-way would allow the proposed residence to be expanded without encroaching into the side yard setback.
