Case 18-002 is a request for a preliminary plat to create two lots from Lots 1, 2 and 3, Block 3, Ocean View Tracts, U.S. Survey 1080, 24 Shoup Street, Ketchikan Gateway Borough; filed by Sheila Ellington and Robert Bale on January 11, 2018.

CASE SUMMARY: The subject area contains three adjoining lots that were originally developed as a single lot with an accessory structure built over a property boundary. The property has been rezoned to allow smaller lot sizes and the owner now requests a plat alteration to create two lots and eliminate an encroachment over property boundaries. This case was previously advertised as a minor plat, but it has been rescheduled as a preliminary plat because utility hookups are required to be installed.
 
Case 18-003 is a request for a major variance to allow an existing residence to remain and to encroach into the northwest front yard setback on Lot 1, Block 3, Ocean View Tracts, U.S. Survey 1080, 24 Shoup Street, Ketchikan Gateway Borough.

CASE SUMMARY: The applicants discovered an encroachment into the required front yard when they submitted an application for a proposed plat alteration. The encroaching structure was built by a previous owner.
 
Case 18-004 is a request for a major variance to allow an existing residence to remain and to encroach into the northeast front yard setback on Lot 2, Block 3, Ocean View Tracts, U.S. Survey 1080, 24 Shoup Street, Ketchikan Gateway Borough.

Case 18-005 is a request for a major variance to the off-street parking requirement for any permitted uses at 3159 Tongass Avenue that require up to four parking spaces and a loading zone; Lot 8, Block 6A, Tidelands Addition to U.S. Survey 1408, City of Ketchikan.

CASE SUMMARY: The subject parcel has no available space for off-street parking. A previous parking variance for the property was associated with a restaurant use, which was discontinued. The current owner requests a variance of up to four parking spaces and a loading zone for any use that does not exceed that requirement.
 
Case 18-006 is a request for a perpetual Conditional Use Permit to allow a veterinary clinic at 355 Carlanna Lake Road; Lot 8E, Block 1, U.S. Survey 1591, City of Ketchikan.

CASE SUMMARY: The zoning of the subject parcel was recently modified to add veterinary clinics as an allowed use. The applicant is now seeking a CUP to change the use of the existing building from a professional engineering office to a veterinary clinic.
 
Case 18-007 is a request for a perpetual Conditional Use Permit (CUP) to allow cabins for day to day rental on 3367 Gravina Island; Lot 4-A, Tract A, U.S. Survey 2357, Ketchikan Gateway Borough.

CASE SUMMARY: The applicants wish to construct five, one room cabins similar to forest service cabins, for use by specific groups for rest and relaxation.
 
Case 18-008 is a request for a rezone of Lot 6, of the College Court Addition to U.S. Survey 1229 from Public Lands and Institutions/Mobile Building Restricted (PLI/MBR) and Medium-Density Residential/Mobile Building Restricted (RM/MBR) to Medium-Density Residential/Mobile Building Restricted (RM/MBR), City of Ketchikan.

CASE SUMMARY: The applicants are seeking a rezone to eliminate the PLI zoning from the property to facilitate residential development of the parcel. The parcel is currently split zoned PLI/MBR and RM/MBR.
 
Case 18-009 is a request for a Major Variance to allow a duplex to be constructed and encroach into the required rear yard on Lot 6, of the College Court Addition to U.S. Survey 1229, City of Ketchikan.

CASE SUMMARY: The applicant wishes to construct a duplex with an attached garage. A corner of the garage is proposed to encroach into the rear setback.
